Possible ammendment to Montreal Protocol

The Montreal Protocol is a United Nations treaty that was ratified in 2009, with the intention of limiting the production and use of ozone-depleting substances. HCFC synthetic refrigerants are extremely harmful to the ozone layer and are scheduled for rapid phase-down from 2016. The European Union recently submitted a proposal to include HFC refrigerants in the phase down, which would offer a massive reduction in greenhouse gas emissions.
